The National Council For Persons With Disability (NCPWD) is officially inviting applications from qualified persons for the positions of Professional Driver, Janitor, Resource Mobilization Officer, Programme Officer, Administration And Human Resource Officer, Internal Auditor and Finance Manager. RECRUITMENT OF PROGRAMME OFFICER

The Programme Officer will provide technical and operational leadership for the effective, planning of programmes and projects at the Council

JOB DUTIES AND RESPONSIBILITIES

  1. Ensure the development of plans, programmes and projects for the achievement of objective of the Council.
  2. Lead in the development of frameworks for enhanced networking with NGOs, Development Partners and other relevant stakeholders in support of the programmes and projects on mainstreaming disability into nation building.
  3. Approve performances indicators for the assessment of projects and programmes at the national level, regional and district levels.
  4. Monitor and evaluates the implementation of programmes and projects for effective disability mainstreaming.
  5. Facilitate the sensitization and the training of staff.
  6. Coordinate the implementation of the Council’s Annual work plan and the budget
  7. Contribute to the development of resources mobilization strategies for programmes and projects.

JOB QUALIFICATIONS AND EXPERIENCE

  1.   A minimum of a master’s degree in Social Sciences, Social Work or related field from an accredited tertiary institution
  2. A degree in Disability Studies and/or Disability law is an advantage
  3. A member of a recognised professional body
  4. A minimum of four (4) years post-qualification relevant work experience in a reputable institution SKILL-MIX AND COMPETENCES

2. RECRUITMENT OF ADMINISTRATION AND HUMAN RESOURCE OFFICER

The  ADMINISTRATION AND HUMAN RESOURCE OFFICER  will provide technical and administrative support in the provision and utilization of human and material resources for the achievement of the mandate of the Council.

JOB DUTIES AND RESPONSIBILITIES

  1. Ensure the development of operational work plan for the Council
  2. Coordinate the acquisition of human and material resources for effective and efficient implementation of programmes and activities of the Council
  3. Ensure the development of guidelines and procedures for the management and utilisation of human and material resources of the Council
  4. Facilitate the development of strategic and other plans of the Council
  5. Supervise the organisation of workshops, seminars, fairs, conferences, durbars, etc. of the Council
  6. Ensure the preparation and submission of annual budgets of the Council
  7. Ensure the preparation and submission of annual and other periodic reports of the Council
  8. Ensure the implementation of performance management policy in the Council

3.  RECRUITMENT Of INTERNAL AUDITOR

The INTERNAL AUDITOR will provide leadership and technical direction on effective controls, risk management and governance processes in the Council

JOB DUTIES AND RESPONSIBILITIES

  1. Ensure the development and implementation of internal audit work plan
  2. Undertake internal audit assignments in accordance with approved plans of the Council
  3. Conduct risk evaluation of assigned functional area or department of the Council.
  4. Prepare internal audit reports on the activities of the Council and make appropriate recommendations
  5. Ensure the development of and adherence to guidelines and procedures on the activities and programmes of the Council
  6. To ensure the implementation of Audit Committee recommendations
  7. Ensure the design and implementation of appropriate training programmes for staff in the Internal Audit Unit of the Council
  8. Ensure the preparation and submission of the budget of the Council
  9. Ensure the preparation and submission of annual and other reports
  10. Ensure the implementation of performance management policy of the Council

JOB QUALIFICATIONS AND EXPERIENCE

  1. A maximum of a Master’s Degree in Accounting, Finance, Auditing or related field from an accredited tertiary institution
  2. A member of a recognised professional accounting or auditing body such as CIA, ICAG, ACCA, CPA, CIMA
  3. A minimum of four (4) years post professional qualification work experience in a reputable institution
  4. Very good knowledge and experience in systems auditing

4.  RECRUITMENT OF FINANCE MANAGER

The FINANCE MANAGER will To provide operational support for effective administration and management of the Council’s financial resources.

JOB DUTIES AND RESPONSIBILITIES

  1. Provide inputs for formulation of policies of the Council
  2. Provide technical guidance and directives to the team members in line with the set objectives of the Council.
  3. Design and maintains effective accounting and internal control systems.
  4. Prepare annual budget and financial statements in accordance with approved standards
  5. Collate data for the analyses of financial transactions, recording and keeping the books of accounts.
  6. Check and vets all financial documents before payments are effected, and ensures that details are properly entered into the appropriate ledgers.
  7. Draft technical reports on the performance of the section.
  8. Supervise and appraise the performance of subordinate staff in the department
  9. Supervise the preparation and submission of annual and other periodic departmental reports

JOB QUALIFICATIONS AND EXPERIENCE

  1. A maximum of a Master’s Degree in Business Administration (Accounting) or equivalent professional qualification from an accredited institution
  2. Membership of the Institute of Chartered Accountants, Ghana (ICA, GH) or a recognized professional accounting body

5. RECRUITMENT OF PROFESSIONAL DRIVER

The PROFESSIONAL DRIVER will Drive to assigned designations and maintain cleanliness of assigned vehicles at all times and observe maintenance regulations.

DUTIES AND RESPONSIBILITIES

  1. Perform routine checks and comply with service regulations of vehicles;
  2. Drive with professional driving skills;
  3. Perform courier services;
  4. Comply with Vehicle maintenance  rules of the Council;
  5. Perform vehicle inspection before and after every trip;
  6. Undertake any other duties that may be assigned to you from time to time.

QUALIFICATIONS AND EXPERIENCE

  1. A minimum of Senior  High School  qualification;
  2. A minimum of 5years driving experience;
  3. Holder of valid Driver’s License.
  4. Knowledge in Vehicles;
  5. Ability to demonstrate professional driving skills;
  6. Team Player;
  7. Fluency of English Language is an advantage.

6. RECRUITMENT OF RESOURCE MOBILIZATION OFFICER

The RESOURCE MOBILIZATION OFFICER will take practical activities for securing new and additional resources for the realization of the objective of the Council.

JOB DUTIES AND RESPONSIBILITIES

  1. Identify solicited and unsolicited funding opportunities, listing them and sharing the information with the Executive Secretary;
  2. Develop fund generation and resource mobilization work plan, and constantly follow up the implementation of the work plan;
  3. Take the lead in developing concept notes, develop proposal and program for funding;
  4. Organize fundraising activities;
  5. Liaise with donors to set priorities for funding;
  6. Identify, establish and maintain relations with partners based on trust;
  7. Actively participate in negotiation and facilitate signing of new funding agreements;
  8. Ensure that the Council Complies with donor policies and priorities;
  9. Establish, maintain networks of donors and update donor profiles;
  10. Update the Executive Secretary on donors’ strategies and policies;
  11. Lead in drafting donor specific strategy papers, providing inputs for regular reports on technical cooperation and assisting in the preparation of briefings for senior management of the Council;
  12. Organize formal meetings with donor agencies and implement follow-up actions;
  13. Facilitate the negotiation and signing of new funding agreements;
  14. Implement the Council’s Public-Private Partnership resource mobilization strategy;
  15. Perform other duties as required by the Council.

JOB QUALIFICATIONS AND EXPERIENCE

  1. A maximum of a Master’s Degree in International Development, Economics, Public Finance, Public Administration, Social Sciences, or any other relevant field;
  2. Membership of  recognized professional bodies;
  3. A minimum of two (2) years post qualification relevant work experience in a reputable institution is an advantage;
  4. Fluency in English, knowledge of French will be an advantage;

The JANITOR will provide care and maintain sanitation standard at the Council.

JOB DUTIES AND RESPONSIBILITIES

  1. Perform cleaning duties, such as cleaning floors, shampooing rugs, glass, and removing rubbish;
  2. Notifying management of need for repairs;
  3. Perform courier services;
  4. Perform any other duties that may be assigned to ensure the achievement of the objective of the Council;

JOB QUALIFICATIONS AND EXPERIENCE

  1. A minimum of Junior School qualification;
  2. A minimum of two (2) years of working experience.
  3. Punctual, reliable and trustworthy;
  4. Able to manage time effectively;
  5. Ability to work both alone and in a team;
  6. Awareness of health and safety procedures.
