The World Health Organization (WHO) as the leader in global public health issues is committed to building future leaders in public health.

Facility-based childbirth is increasing globally and in Ghana, but high proportions of avoidable maternal and perinatal morbidity and mortality still occur in facilities. A major roadblock that has been identified is suboptimal Quality of Care for mothers and newborns. It has, therefore, become necessary to go beyond maximizing coverages of essential interventions to ensuring the quality of care to accelerate reductions in maternal and perinatal mortality and severe morbidity.

WHO together with UNICEF and other partners launched the Network for Improving the Quality of Care (QoC) for Maternal, Newborn and Child Health (MNCH). The vision of the WHO-led Quality of Care Network is a future where “Every mother and newborn receives quality care throughout pregnancy, childbirth and postnatal period”. The four strategic objectives of the network are centered on Leadership, Action, Learning and Accountability. Ghana is among the 10 first wave Network countries to implement this quality improvement initiative.

Job Title: Technical Officer, Mental Health

  • Summary of Assigned Duties (Describe what the incumbent has to do to achieve main objectives; include main achievements expected):In close collaboration with technical counterparts in WHO and in collaboration with the Ministry of Health, Mental Health Authority, Ghana Health Service, and NGOs working in the area of Mental Health, the technical advisor will undertake the following areas:
    • Engage with strategic partners to advance policy dialogue, advocacy and human rights in mental health for implementation;
    • Provide technical support to the MOH/MHA/GHS, relevant government agencies and partners in the development and implementation of mental health policies, strategies and activities;
    • Support national dialogue and advocacy to establish future direction for community based mental health services, policy and legislative actions;
    • Support country wide roll out of QualityRights Initiative in Ghana;
    • Support capacity strengthening for health professionals using WHO QualityRights and MHGAP tools;
    • Contribute to the analysis and reporting of national mental health data in order to give evidence-based advice to the national Ghanaian authorities.
    • Perform any other related duties, as required by the functional supervisor.

Functional Skills and Knowledge (Describe skills and knowledge specific to the post):

  • Demonstrated knowledge of mental health, particularly in those areas critical for promoting a public health perspective and approach to improving access to integrated mental health services ensuring the respect of human rights
  • Proven ability to coordinate and manage projects, build partnerships with multiple partners in the context of mental health.
  • Good working relationship/experience with the MHA, MOH, GHS
  • Sound tactical thinking with ability to formulate clear comprehensive strategies and plans.
  • Demonstrated organizational skills with ability to multi-task and produce results under pressure.

Education (Qualifications):

Essential: Hold a degree in medicine or relevant health field and post-graduate qualification in mental health obtained from a recognized University

Desirable: Training in public health


Essential: At least five (5) years of professional experience in mental health, human rights, disability and recovery planning, advocacy and policy dialogue

Desirable: Relevant work experience in WHO, other UN agencies, non-governmental organizations

Experience in research activities and data analysis


Excellent knowledge of English.

Job Title: Structured Operational Researcher

Under the direct supervision of the designated AMR focal point in the WCO, and under the overall direction of the WHO Country Representative, the SORT IT/AMR Technical Officer will:

  • Ensure implementation of the AMR SORT IT project at the country level
  • Coordinate SORT IT workshops and related meetings, engage with partners in operational research around AMR
  • Embed SORT IT related activities within the respective national AMR action plans and coordinating mechanisms.
  • Ensure that SORT IT complements the ongoing AMR work of the WHO country office.
  • Perform other relevant tasks assigned by the WHO Representative.

Education (Qualifications):

Essential: A first degree in Medicine or Veterinary Medicine or Pharmacy or Nursing and or Laboratory Sciences.

Desirable: An advanced university degree in Public Health


Essential: At least 5 years’ experience working in the health sector, food and agriculture sector and environment sector with at least 2 years working on AMR


Excellent knowledge of English.

Other Skills (e.g. IT): Excellent knowledge of Microsoft applications (e.g. Excel, Word, PowerPoint, etc.) with an emphasis of Excel or a similar workbook application
