Job Title: OVC Care Specialist

Position Description

TheOVC Care specialist supports and manages the technical implementation of the Care Reform project in a multi-sector approach, working closely with specialists from the Government of Ghana, consortium partners, and other stakeholders to build upon and strengthen the existing Care Reform Initiative. The OVC Care Specialist will lead the technical design and implementation, and build the associated capacity of consortium partners, the Department of Social Welfare, and other agencies and actors working in child protection. The OVC Care Specialist reports to the Chief of Party. The selection of the applicant is subject to USAID approval.

Based in: Accra, Ghana

ROLES AND RESPONSIBILITIES

  • Design and lead the implementation of the Care Reform package in tandem with consortium partners and the GoG, specifically the Department of Social Welfare and District Authorities.
  • Work with the Care Reform project team and stakeholders to advance the Care Reform Initiative, and facilitate the mainstreaming of sustainable, high-quality family and community-based care strategies.
  • Oversee training and delivery of appropriate social protection mechanisms including training on positive parenting, foster care, and adoption.
  • Lead analysis and improvement of existing family strengthening initiatives to ensure vulnerable families are better able to provide supportive, protective, and caring environments to OVC, and prevent unnecessary separation
  • Work with DSW and other stakeholders to explore linkages of families with existing social protection schemes to better provide after-care to reintegrated children
  • Work with DSW and other stakeholders to develop strategies to support the transition of children aging out of residential homes for children (RHCs) into independent living
  • Work with DSW and other stakeholders to strengthen the capacity of social welfare workforce to advance and promote system-wide protective gate-keeping and reintegration in line with existing standards, SOPs and frameworks
  • Support efforts to further strengthen linkages between communities, schools and clinics within an integrated referral network and case management system.
  • Represent WEI in meetings with USAID, GoG and technical committees such as the Ghana Technical OVC Steering committee
  • Monitor the implementation of work plan activities, manage and track budgets for social protection field activities
  • Work with the technical team and partners to develop advocacy and public awareness campaigns to promote family-based care and positive parenting
  • Conduct site visits and spot checks to zones in tandem with other technical leads
  • Liaise with the M&E team in tracking and reporting related targets
  • Compile quarterly and annual progress reports and other strategic documentation, as needed.

Required Skills or Experience

  • Advanced degree in social work, health or other social service-related degree plus a minimum of 8 years relevant working experience in management or senior role
  • At least 5 years proven experience in the design, implementation and management of child protection programs, preferably under USAID programming
  • Experience in stakeholder engagement with government, donors, civil society at senior levels of authority
  • Experience in working with different stakeholders leading coordination efforts
  • Excellent interpersonal and communication skills
  • Strong knowledge of the objectives, components and prior achievements of the Care Reform Initiative.

Job Title: Chief of Party

Position Description

The Chief of Party is responsible for overseeing high-impact, scalable, and sustainable programming; establishing long-term, cooperative relationships with key ministries, donors, and partners; ensuring a smooth transition to local partner leadership. The selection of the applicant is subject to USAID approval.

Based in: Accra, Ghana

ROLES AND RESPONSIBILITIES

  • Provide overall technical and management leadership and financial oversight including managing partner relations and ensuring technical and management excellence.
  • Liaise closely with the Government of Ghana and relevant ministries to promote harmonization and collaboration among ministries, the private sector and NGOs.
  • Foster an enabling policy and regulatory environment with national ministries.
  • Work with and build the capacity of local NGOs and government stakeholders in providing health, social protection, education, and strengthening services to vulnerable children, adolescents and families.
  • Represent the project to USAID, the Government of Ghana and other key stakeholders.
  • Maintain ongoing and regular communications with the home office.

Required Skills or Experience

  • Master’s Degree or higher in international development, public health, business administration, Social Sciences, or a closely related field.
  • 10+ years of experience designing, implementing and managing large-scale projects involving multiple partners, in/for developing countries, of which at least 5 years have been spent in a senior management role.
  • Experience with OVC, child protection/welfare, family-based care, systems strengthening, capacity building, quality improvement, or policy development.
  • Strong knowledge of the objectives, components, and prior achievements of the Care Reform Initiative.
  • Excellent leadership qualities and in-depth technical and management expertise, with demonstrated credibility as a Chief of Party, program leader, and manager, preferably on USAID-funded projects.
  • Experience interacting with government agencies, host country governments and counterparts, and international donor agencies.
  • Excellent writing and oral presentation skills in English.
  • Strong interpersonal and communication skills.
  • Management experience with US Government cooperative agreements, grants, or contracts.

Job Title: Finance and Operations Manager

Position Description

The Finance and Operations Manager is responsible for overseeing the program finances and other operations and administrative duties. S/he will serve in the project office’s senior management team, directing the finance and operations teams from World Education and consortium partners to implement the project.

S/he is responsible for ensuring that the project functions efficiently and effectively in all financial, administrative, and operational matters. S/he ensures that the project consistently and correctly implements sound financial, contractual, and administrative operating systems, and that project activities are implemented in compliance with the USAID rules and regulations and World Education policies. The Finance and Operations Manager reports to the Chief of Party. The selection of the applicant is subject to USAID approval.

ROLES AND RESPONSIBILITIES

  • Oversee the implementation of WEI’s financial and administrative policies and procedures in the program;
  • Support and supervise staff to carry out day-to-day finance and administration functions.
  • Ensure complete documentation, stewardship and accountability of financial transactions.
  • Establish and monitor implementation of WEI’s financial management and tracking systems to ensure strong financial responsibility;
  • Oversee and review the work plan budgeting, budget tracking, and financial communication/reporting process and systems.
  • Ensure management and compliance of the award in line with financial requirements for USAID rules and regulations, World Education policies and procedures, and the laws of the government of Ghana;
  • Ensure that the operational policies of the office, including security, HR, procurement, inventory, and IT, are in compliance with project and donor policies and implemented effectively;
  • Provide training and/or guidance to staff on financial controls and operational systems.
  • Develop the capacity of administrative staff, district-based project staff, partner organizations, and Government of Ghana (GoG) officials to ensure compliance with financial policies and procedures;
  • Oversee the awardee process including the sub-partner management and monitoring mechanism.
  • Assessment of the financial capacities of potential consortium partners and provision of technical assistance to the awardees as may be required.
  • Review of consortium partner reports for accuracy and compliance with the terms of the sub-award agreement.
  • Oversee annual external audits for the project and for partners as required.

Required Skills or Experience

  • Advanced degree (MA preferred) in management or business-related field with a minimum of 7 years professional experience in project financial and administrative management;
  • Proven experience (3+ years preferred) with USAID / USG funded program administration, extensive knowledge of USAID / USG financial management rules, regulations, and reporting requirements.
  • Demonstrated ability to work with government stakeholders at both a national and regional level to implement a complex project in the field under challenging circumstances;
